I never understood that. If you can read, you can cook. Personally I think it's just an excuse not to do it, rather than "I can't." Nothing wrong with that, just own up to it. Everybody doesn't like to cook. I used to love to cook, and so I did. But after 50 years of it, I no longer love to cook, so I don't do more than necessary.
